⚠ China and the Export RulesHigh threat
KLA (KLAC) — threat to the moat
China is KLA's largest market and Washington decides how much of it KLA may serve; a suspended rule returns in November 2026.
KLA's largest market is the one it controls least. Revenue shipped to China was $4,048.4 million in fiscal 2026, 29.8% of the total, after 42.8% in fiscal 20241. The 10-K says: "Regulations that impact trade, including the imposition of export controls and tariffs, have had an adverse impact on our results of operations."2
The rules have come in rounds. After the October 2022 restrictions KLA told shareholders fiscal 2023 revenue would be hurt by about $600 million to $900 million, according to Bloomberg Law3. After the December 2024 curbs it expected roughly $500 million of incremental impact on 2025 revenue and China revenue down about 20%, according to TrendForce4.
The feared fall did not arrive in the fiscal-year figures. China revenue fell 3.7% in fiscal 2025 and was flat in fiscal 20265, as domestic Chinese chipmakers kept investing in older processes6. Of an April 2026 letter from the Commerce Department, the chief financial officer said the impact was "fairly immaterial"7.
The next round has a date. The 10-K says: "In November 2025, the BIS suspended the Affiliates Rule for one year until November 2026."8 It also warns there "can be no assurance that export licenses applied for" will be granted9. No KLA filing gives a dollar figure for any of these rules.
KLA's manufacturing touches China directly, not only its customers. The 10-K lists manufacturing facilities in Singapore, Israel, China and various locations in Europe10, and research centres in China among others11. China holds no separately reported long-lived assets; they sit inside Rest of Asia, $73.1 million of the total12. Exposure to Chinese rules is therefore as much about customers as about the company's own operations.
Wallace has already said the China growth rate "is probably lower than where the overall WFE growth rate is projected to be"13. The share of quarterly revenue is the measure, 26.2% in the June 2026 quarter14; below 20% after November 2026 would say the suspended rule had come back into force.
The market Washington controls; below 20% after November 2026 would say the Affiliates Rule had returned.
