Maven is being written into the Pentagon's budget as a program of record, which would make Palantir's software a budget line rather than a renewal.
Maven is the clearest example of Palantir becoming part of how the American military works. The Maven Smart System began with a "$480 million , five-year IDIQ contract" in May 2024; the ceiling was raised by $795 million to nearly $1.3 billion through 20291.
In March 2026 the Deputy Defense Secretary directed that the system be moved "into a formal program of record by the end of this fiscal year"2. A programme of record has its own line in the defence budget, which makes it far harder to cancel than a contract that can be ended for convenience. On the second-quarter call management said "We had our first program in the Maven platform launched this past quarter"3.
The system's reach is large. It supports over 25,000 builders4, people across the services writing their own tools on it. That is embedding at the scale of an institution.
For the moat, a programme of record is as close to a contractual lock as Palantir's government business gets. It converts a relationship that must be renewed into one that must be budgeted.
The figure to follow is the Maven ceiling itself. It was raised once, from $480 million to nearly $1.3 billion5; another increase would say the military is expanding its use, while a programme of record funded below the current ceiling would say the permanence came at a lower scale.
