Oracle now spends more than $10 billion a year on research, and its own filing warns some of it may not pay back for years, if at all.

Oracle's software moat is renewed by engineering, and the bill has nearly doubled. Research and development expense was $5,524 million in fiscal 20151 and $10,272 million in fiscal 20262, about 1.9 times as much3. It was about 15.3% of revenue last year4.

The company is built around it. Of Oracle's roughly 141,000 employees at the end of fiscal 2026, about 43,000 worked in research and development5, more than in sales and marketing (25,000) and services (34,000)6. It is the largest single group in the company.

Spending on this scale is a barrier on its own. A rival database or application suite must match decades of features, certifications and integrations before a large customer will consider moving. Oracle also argues that artificial intelligence is changing its own cost of writing software: its co-chief executive said in March 2026 that AI code generation was enabling it to "build more software in less time with fewer people"7.

The company is careful about what the spending buys. Its risk factors say it may not receive significant revenues from current research "for several years, if at all"8. Much of today's spending goes to the cloud infrastructure that is not yet profitable at scale.

Stock compensation is part of the research bill. Oracle's stock-based compensation was $3,974 million in fiscal 2024, $4,674 million in fiscal 2025 and $4,811 million in fiscal 20269. It is excluded from the non-GAAP figures Oracle promotes, but it is a real cost: it dilutes shareholders just as the share sales do.

The research budget is a moat only if it keeps the installed base on Oracle. The ratio to watch is research spending against software and cloud applications revenue together; if it keeps rising while those two lines stay flat, the money is building the new business rather than defending the old one.
