Oracle (ORCL) — moat facet
Oracle claims more cloud regions than any rival and delivered 850 megawatts in a quarter, but anyone with enough capital can build the same buildings.
Oracle's claim to a lasting position in cloud infrastructure rests on reach and speed. It said in December 2025 that it had over 211 live and planned regions worldwide, "more than any of our cloud competitors"1. That is Oracle's own count and a claim about location rather than size, but it matters to governments and regulated companies that must keep data inside particular countries.
The speed is measurable. In the first quarter of fiscal 2027 Oracle delivered 850 megawatts of additional datacenter capacity2, and since the end of the prior quarter delivered more than 300,000 GPUs to its AI cloud customers, almost triple the capacity delivered in the fourth quarter of fiscal 20263.
Most of it is being built in America. Oracle's long-lived assets in the United States were $102,717 million at the end of fiscal 2026, against $45,439 million a year earlier4, about 2.3 times as much5.
Reach and speed are real advantages for a cloud that sells to companies which cannot wait for capacity elsewhere. They are not permanent ones: the same buildings can be put up by any company with the capital, and Oracle's rivals are building too.
Oracle's long-lived assets are growing abroad too, though more slowly. Outside the United States they were $21,029 million in the other-countries group, $3,903 million in the United Kingdom, $3,183 million in Japan and $2,432 million in Germany at the end of fiscal 20266. The American build is several times larger than all of these combined.
The measure is capacity delivered per quarter. Oracle does not report it every quarter in the same terms, so the proxy is cloud infrastructure revenue; if it fails to keep rising by more than a billion dollars a quarter while 850-megawatt quarters continue, the capacity is outrunning the demand.
