Oracle spent $28.5 billion in one quarter to build the capacity its cloud contracts need, and every quarter of growth now depends on the next quarter of spending.

OCI's growth is not coming from software that costs nothing to copy. It comes from buildings, power and chips. Oracle's capital expenditures were $8,502 million, $12,033 million, $18,635 million and $16,493 million in the four quarters of fiscal 20261, and $28,499 million in the first quarter of fiscal 20272.

More than tripled in a year.

The spending shows up on the balance sheet. Property, plant and equipment was $43,522 million in May 2025, $99,957 million in May 20263 and $127,845 million in August 20264. In three months Oracle added about $28 billion of it5.

Some of the bill is paid by customers. Oracle's own measure of net cash outlay for capital expenditures, after short-term financing and customer prepayments, was $17,966 million in the latest quarter6. That is still more than the quarter's operating cash flow once the prepayments are removed.

A business whose revenue depends on spending before it can earn is only as good as the returns on that spending, and those are not yet visible. Watch OCI revenue per dollar of property added: if the $28.5 billion quarter is not followed by OCI revenue rising several billion a quarter within a year, the capacity is running ahead of the contracts.
