Oracle builds AI capacity in many countries, and a change in the rules on who may rent a GPU could strand some of it.

Oracle's wide network of regions brings a risk that a purely American cloud would not face. Its annual report says "Evolving restrictions and rules governing access to cloud-based infrastructure or GPU-enabled services by customers in certain jurisdictions" could require additional compliance controls or limit its ability to provide, lease or host its services1.

Most of the growth and the capacity is American.

The rules are moving, and in both directions at once. Oracle is building capacity at home, where its long-lived assets reached $102,717 million2, and abroad, where it sells to governments that want AI capacity in their own countries. A rule restricting which customers may rent advanced chips in which places can strand capacity that was built for them.

Oracle has also stated, among the risks to its forecasts, tariffs and trade wars3, which bear on the price of the equipment it imports.

Oracle's forward-looking statements list the same concern in plainer terms, naming the sourcing of technology components such as graphic processing units and tariffs and trade wars among the risks to its forecasts4. Both touch the price and availability of the equipment the AI cloud is built from.

The exposure is not quantified in the filings. The signal to watch is any disclosure of contracts cancelled or delayed for regulatory reasons, and the growth of revenue outside the Americas, which was $5,634 million in EMEA and Asia Pacific together in the latest quarter56.
