Oracle grew revenue 17% while cutting selling costs, because most of its customers renew without being sold to.

A business with real switching costs does not need to buy its revenue twice. Oracle's sales and marketing expense was $8,651 million in fiscal 2025 and $8,331 million in fiscal 20261, a fall of about 3.7%2, in a year revenue grew about 17.3%3.

The ratio tells the story. Sales and marketing was about 15.6% of revenue in fiscal 2024 and about 12.4% in fiscal 20264. Part of that is mix: a single large cloud infrastructure contract can add billions of revenue with little selling effort. Part is the installed base, which renews its support without being sold to again.

Oracle's staff numbers point the same way. About 25,000 of its employees worked in sales and marketing at the end of fiscal 20265, against 43,000 in research. For a company of Oracle's size in enterprise software, that is a lean sales force.

The caution is that falling selling costs can also mean falling effort. Licence revenue fell about 8.9% in fiscal 20266, and the applications grew at about 11%7. If Oracle is spending less to sell software, it may be selling less software.

Another way to see the leverage is the income statement's cost lines together. Oracle's cloud and software operating costs rose from $9,427 million in fiscal 2024 to $17,597 million in fiscal 20268, while sales and marketing stayed near $8.3 billion9. Oracle is spending its money on running datacenters, not on selling, which suits a business whose largest new contracts are few and very large.

The measure here is revenue per dollar of selling expense, which rose from about 6.4 to about 8.1 between fiscal 2024 and 202610. It supports the moat only while software and applications revenue hold up; if they start to fall with it, Oracle is harvesting the base, not defending it.
