Applied needs American licences to service some Chinese customers, so the annuity on its China fleet is not fully its own.

Export controls do not stop at the sale of a tool. The 10-K says the regulations "require us to obtain additional export licenses to supply certain of our products or provide services to certain customers in China"1, and that "Obtaining export licenses may be difficult and time-consuming"2.

A large fleet sold into China now needs licensed service.

That matters because China holds a large share of the fleet Applied services. China took 37.2% of Applied's revenue in fiscal 2024 and 30.1% in 20253. The machines bought in those years will need service for many years.

If Applied cannot service them, someone else will, and a Chinese fab that learns to maintain Applied tools without Applied is a fab that has less reason to buy the next one.

The effect of the Affiliates Rule on revenue has been put at about $600 million for fiscal 20264. That estimate covers products and services together, so the service share of the loss is not disclosed. It is enough to show the annuity on China's fleet has a ceiling that Applied does not set.

The rule also hits spare parts. The September 2025 filing said the Affiliates Rule would restrict Applied's ability to "provide certain parts and services to specific China-based customers"5. Spare parts are the most profitable part of a service business, and the least replaceable by a third party until someone learns to make them.

The effect would show in services growth. If Applied Global Services grows much more slowly than the fleet it has sold into China, the licences are the likely reason.
