In a bad year, when subsidiaries need more capital, the parent's flexibility shrinks just as it is needed.

The company files reports with Connecticut, its lead regulator, and with New York3, and the capital rules in those states and others decide how much of the subsidiaries' cash can move to the parent. That is why a company with $24.4 billion of cash4 still borrows.

The figure to watch is the cash available for general corporate use in future filings. A persistently low number alongside rising debt would say the parent is funding itself by borrowing.
