Cisco has taken restructuring charges of about $700 million every year for three years and has announced a new plan of up to $1 billion.

Cisco has restructured every year for three years and has started again. Restructuring and other charges were $789 million in fiscal 2024, $744 million in fiscal 2025 and $693 million in fiscal 20261. A new plan announced on 13 May 2026 is expected to cost up to $1 billion, of which $511 million was incurred in fiscal 20262.

Cisco says the plan is to invest in "silicon, optics, security and AI"3. That is the right list. It also means the company is shifting people from older businesses to newer ones continuously.

A charge that recurs every year is an operating cost, not a one-off. Excluding it from adjusted earnings, as non-GAAP figures do, flatters the margin by about a point a year4.

The previous plan cost nearly as much as the new one is expected to. Charges under the fiscal 2025 restructuring plan totalled $926 million5. Two plans of roughly $1 billion each in two years is the cost of moving a company of 82,400 people toward new products.

Cisco's own risk factor puts it plainly: its business "may not be more efficient or effective than prior to implementation of such plans"6. The warning would be a fourth plan in fiscal 2027 or 2028. Then restructuring is simply the cost of keeping an old company current.
