Thermo Fisher's growing clinical-data business runs into laws that keep patients' data in their own countries.

Running clinical trials across borders means handling patients' data across borders, and governments are closing that door. The 10-K warns that "Several countries, such as China, have passed laws that require personal data relating to their citizens to be maintained on local servers"1.

A data business bigger than a year of trials.

That matters more now than it did. Thermo Fisher bought Clario, a clinical-trial data business, for a booked $9,098 million in 20262, and clinical research revenue was $7,915 million in 20253.

Local storage rules raise costs and can fragment a global data platform into national ones.

Money faces similar rules. The 10-K notes restricted cash in China described as "incoming cash in China awaiting government administrative clearance"4. Data and cash that cannot cross borders freely make a global business behave more like a group of national ones, each with its own compliance costs.

Thermo Fisher's own workforce shows how international the exposure is. Of approximately 125,000 colleagues at the end of 2025, about 22,000 were in the Asia-Pacific region and 44,000 in Europe, the Middle East and Africa5. Clario, whose platform supports trials submitted to both American and European regulators6, adds a data business that must follow the rules of every country in which patients are enrolled.

Asia-Pacific customers alone bought $8,101 million from the company in 20257, a region where rules on keeping data local are spreading.

The sign would be rising data-compliance costs appearing in the clinical research margin. The segment margin, 14.0% in 20258, has little room to absorb them.
