International Combustibles still earns about 57% of PMI's gross profit on a shrinking volume of cigarettes, by raising prices faster than smokers leave.
International Combustibles is the business that pays for everything else. It earned net revenues of $23,436 million in 2025, 57.7% of PMI12, and $6,459 million in the second quarter of 2026, up 9.8%, or 6.4% organically3.
What is inside is PMI's cigarettes outside the United States, sold in approximately 170 markets4: Marlboro, which held 10.7% of the international market in 20255, and a portfolio of other international and local brands. PMI shipped 607,367 million cigarettes in 20256.
The history begins with PMI's spin-off from Altria in March 20087, when it took the international cigarette business. Revenue was reported including excise until 2018; in 2015 that gross figure was $73,908 million against $26,794 million net of excise8. On the recast basis the segment earned $21,903 million in 2023, $22,807 million in 2024 and $23,436 million in 2025910; the 2023 figure includes an $80 million reduction for ending a distribution arrangement in the Middle East11.
How it is paid is by price. Cigarette volume fell 0.9% from 2023 to 20251213 while segment revenue rose 7.0%14. Smokers are loyal, rivals cannot advertise, and excise increases give cover for PMI's own. Excise itself, $53,211 million across the company in 202515, is collected and passed on, and excluded from revenue.
It is highly profitable. Segment gross profit was $13,972 million in 2023, $14,687 million in 2024 and $15,523 million in 20251617, an adjusted gross margin of 66.2% in 202518 and 67.9% in the second quarter of 202619. It earns about 57% of the segments' gross profit20. Operating income is not split between the two international segments.
Growth is slow and intended to stay that way. Revenue rose 4.1% in 2024 and 2.8% in 202521, and PMI guided to a cigarette volume decline of 2% to 3% in 202622. The company describes its aim for this business as "maximizing the value of the combustibles business over time to support smoke-free growth"23.
The old regional view shows the same pattern from another angle. In 2025 South and South-East Asia, the CIS, the Middle East and Africa earned an adjusted operating margin of 34.1% and the Americas 26.3%, against 46.2% in Europe and 47.2% in East Asia, Australia and duty-free24. The two most profitable regions were the two where smoke-free products are largest.
The outlook is a managed decline in volume with rising price, exposed to Russia, which is about 9% of cigarette and heated volume25, and to currencies. The verdict would change if gross profit fell in a year when volume declined only 2% to 3%: that would mean pricing power, the heart of this line, had broken.
