Governments took about $1.31 in excise for every dollar of revenue PMI kept in 2025, and they set their share without asking.

The largest claimant on the price of a PMI product is the government. PMI collected $53,211 million of excise tax in 20251, against net revenues of $40,648 million2: about $1.31 of excise for every dollar PMI kept3. Of revenue and excise combined, about 57% was excise4.

Excise is larger than revenue.

That makes governments a competitor for the consumer's money in a literal sense. Every excise increase is a price rise PMI did not choose, and it narrows the room for PMI's own increases. PMI's risk factors warn of "excessive excise tax increases and discriminatory tax structures"5.

The effects are visible in the numbers. In Japan, PMI's largest market, an excise-driven price rise on 1 April 2026 cut heated-tobacco in-market sales by 3.4% in the second quarter6. In Germany, a heated-tobacco surcharge upheld by the European court led PMI to pay about $751 million in January 20257.

Excise also shows how revenue is reported. PMI's net revenues exclude excise; before 2018 its filings reported revenue including it, $73,908 million in 2015 against $26,794 million net8.

Over the last two years the balance moved slightly in PMI's favour. Excise rose 7.7% from 2023 to 2025 while net revenues rose 15.6%9. That is the gap Germany and Japan have started to close.

The treasuries are a permanent partner, and their share is the reading that matters. Excise grew 12.8% in the second quarter of 2026 against revenue growth of 10.4%1011; if it keeps outrunning revenue, governments are claiming a rising share of each pack.
