Canada's CAD 32.5 billion settlement has cost PMI $2.8 billion of impairments, and the same kind of claim is still open in Brazil, South Korea and Nigeria.
The clearest example of what the cigarette's past can cost is Canada. PMI's Canadian subsidiary RBH filed for creditor protection under Canada's CCAA on 22 March 2019 and was deconsolidated, its investment carried at a fair value of $3,280 million1. The plan that ended the proceedings provided for an aggregate global settlement of CAD 32.5 billion, about $23.7 billion at the end of 2025, payable by RBH, Imperial Tobacco Canada and JTI-Macdonald2. The court approved it on 6 March 2025 and it took effect on 29 August 20253.
PMI has written the investment almost to nothing. It recorded an impairment of $2,316 million in 20244, received a CAD 750 million dividend from RBH on 24 September 20255, and took a further non-cash impairment of $511 million in the second quarter of 2026, leaving a carrying value of $51 million67. The two impairments total $2,827 million8.
The charges have distorted PMI's reported earnings. The 2024 impairment cut diluted earnings per share by $1.499, which is why reported earnings fell to $4.52 that year; the 2026 charge cost about 33 cents a share10.
The larger lesson is precedent. The settlement was structured through a subsidiary under court protection, which kept the liability away from the parent but cost it almost the entire value of the investment. Health-care cost recovery actions in Brazil, South Korea and Nigeria remain open11.
Canada is now mostly behind PMI. The carrying value of the investment will show it first only until it reaches zero; the real test is whether another country applies a Canadian-style framework to PMI's operations there.
What is left of the Canadian subsidiary; the next test is whether another country copies the settlement.
