Philip Morris International (PM) — threat to the moat

In 2025 PMI raised advertising by $286 million and cut research by $3 million, a small shift in a business whose moat is its science.

For a company whose moat is science, PMI's 2025 research budget was a curious choice. Research and development expense fell from $759 million in 2024 to $756 million in 20251, while advertising expense rose from $1,069 million to $1,355 million2. The company spent more telling consumers about its products and slightly less developing the next ones.

In itself one year proves little. The products are mature, the user base is growing, and marketing is what converts smokers in new markets. Research also sits inside a larger smoke-free budget that includes commercial costs.

But the balance matters over time. Research was 1.9% of net revenues in 20253. The regulatory file that protects IQOS is only as durable as the next product's file, and the next product in the United States, IQOS ILUMA, has been waiting for a decision since its application was accepted in March 20244.

The research budget is small against the company's cash. Operating cash flow was $12,233 million in 20255, sixteen times the research spend6. Money is not the constraint on the next product; the question is whether PMI chooses to spend it on science.

The signal would be research falling again in 2026 while advertising rose. That would say PMI now treats smoke-free as a product to sell rather than a science to extend.
