Poland's 2026 flavour ban showed that rules aimed at cigarettes can hit heated tobacco first.

Regulation aimed at smoking can land on heated tobacco too. Poland introduced a ban on characterising flavours from January 2026, and PMI said it weighed on IQOS in-market sales12. Flavoured sticks are a large part of what makes the heated product attractive to adult smokers looking for an alternative, and a flavour ban removes part of the reason to switch.

Europe is where a flavour wave would hurt most.

The risk is that governments treat the replacement exactly like the product it replaces. PMI's risk factors warn of "excessive excise tax increases and discriminatory tax structures"3, and product rules can be just as discriminatory as taxes.

Europe matters most here. It is PMI's largest smoke-free region, with $8,127 million of smoke-free revenue in 20254, and the European heated-unit share rose to 11.8% in the second quarter of 20265. A wave of flavour restrictions across the European Union would hit the franchise where it is deepest.

The number of markets makes the regulatory exposure hard to diversify away. PMI's smoke-free products were sold in 109 markets by June 20266, each with its own product rules, and every flavour restriction has to be met market by market with product changes and new approvals.

The measure that would show this threat spreading is the European heated-unit share. If it stops rising after further flavour bans, regulation will have done what competitors could not.
