PMI's cigarettes sell fewer units every year and more profit, and the company spends that profit building the product that replaces them.
PMI's cigarette business is shrinking in volume and growing in profit, which is the definition of a pricing moat. International Combustibles earned $23,436 million of net revenues in 2025, 57.7% of the company12, and $15,523 million of gross profit3. PMI shipped 607,367 million cigarettes4 in approximately 170 markets5.
The moat has three layers. The brand: Marlboro held a record 11.0% of the international market in the second quarter of 20266. The scale: PMI's combined share of cigarettes and heated units outside China and the United States was 29.2% in 20257. And the regulation: advertising bans and licensing freeze the market in the shares the incumbents already hold, so a new brand cannot buy its way in.
Pricing power follows. Segment revenue rose 7.0% from 2023 to 2025 while PMI's cigarette volumes fell 0.9%8, and gross profit rose 11.1%9. In the second quarter of 2026 revenue rose 9.8%, 6.4% organically10.
What makes PMI's version unusual is that the company wants this business to end. It describes the combustibles business as the source of funds to support smoke-free growth11, and the smoke-free products now earn a higher margin per dollar12. The cash machine is also the thing being replaced.
The limits are volume and politics. PMI guided cigarette volumes down 2% to 3% for 202613, and every price rise works alongside excise increases that governments set for their own reasons.
The business is spread across the world, and so are its assets. PMI's long-lived assets of $11,230 million at the end of 2025 were largest in Switzerland, at $1.7 billion, the United States at $1.6 billion, Italy at $1.1 billion and Indonesia at $1.0 billion14, and about 23% of its leaf tobacco was sourced directly from farmers15.
The verdict is a wide moat that is deliberately being run down. Segment gross profit is where a break would show, $4,388 million in the second quarter of 2026 against $3,936 million a year earlier16; a year of decline while volumes fall only 2% to 3% would say pricing power has broken.
