The 2023 strikes cut Netflix's content spending by about $3.5 billion and forced it back to licensing, a risk that comes with owning production.
Owning production means owning its labor risk. The 2023 writers' and actors' strikes cut Netflix's cash content spending to about $13.1 billion from about $16.7 billion in 20221, and led to what the company called an "elevated period of licensing during 2023-2024 as a result of the WGA strike"2.
The 10-K lists labor disputes among its risks3. A licensee can buy finished shows during a strike; a producer cannot finish its own.
The 2023 strike was absorbed because Netflix had a large library and could license more. The margin even rose that year, since spending fell.
The strike's aftermath lasted into 2024: Netflix itself describes an "elevated period of licensing during 2023-2024 as a result of the WGA strike"4. That is one reason licensed amortization still exceeded produced amortization in 20255, two years after the strike ended.
Cash content spend against amortization tells the story: it fell to 0.93 in 20236. A repeat below 1.0 would mean production has stalled again, and the pipeline that follows will be thinner.
