The smaller card network pays its banks $4.8 billion a year more than the larger one does.

The clearest measure of what being second costs is a number Mastercard reports as a deduction. In 2025 its payment network net revenue included $20,522 million of rebates and incentives provided to customers, up 16%1. Visa, which is the larger company, reported client incentives of $15,751 million for its fiscal 20252.

The smaller network pays more.

The two figures are not perfectly comparable. Visa's year ends in September, and the definitions differ at the margins. But the direction is not in doubt: the smaller network pays its bank customers more, in absolute dollars, than the larger one. Against gross revenue the difference is stark: rebates were about 38.5% of Mastercard's gross revenue before rebates3, and Visa's incentives 28.3% of its own4.

The reason is how issuers choose. Mastercard's filing explains that it offers incentives and other support to issue and promote its products, and that it may have to increase these to meet customer demand for better pricing and "greater rebates and incentives"5. A bank putting a large portfolio out to tender sets the two networks against each other, and the smaller network, needing the volume more, bids higher.

None of this makes Mastercard a weak business. It still earned $14,968 million in 20256. It does mean that the network's advantage is partly shared with the banks that choose it, and that the share is set in negotiations Mastercard does not control.

The comparison with Visa also shows what the smaller network gets in return. Mastercard's payment network net revenue was $19,476 million in 20257 against Visa's total net revenue of $40,000 million8; but Mastercard's services business, at $13,315 million9, is far larger than the $4,053 million Visa reported as other revenue10. Mastercard has partly converted the handicap of being second into a strategy: sell the banks more services on the back of the network relationship, and let the rebates buy the relationship in the first place.

Rebates as a share of gross payment-network assessments is the honest gauge of this. It was 51.3% in 202511; a figure that levels off would say Mastercard has stopped having to buy its growth.
