American Express (AXP) — moat facet
International Card Services is where American Express grows fastest, and it earns barely more than half the U.S. consumer margin while it builds the network.
International Card Services issues "proprietary consumer, small business and corporate cards outside the United States" and runs Amex's "international joint ventures and our loyalty coalition business"1. It earned revenue net of interest expense of $13,000 million in 2025 and pretax income of $1,603 million2: about 18% of the four segments' revenue and about 10% of their pretax income3.
It is the segment growing fastest. The company calls it "our fastest-growing segment"4. Billed business was $418.0 billion in 2025, up 14%5, and average spending per proprietary card was $24,8226. In the second quarter of 2026 billed business grew 13%, or 12% after currency7.
The history is steady growth in revenue and a slow climb in margin. Revenue was $6,742 million in 2020, $7,435 million in 2021 and $9,061 million in 20228, $10,430 million in 2023 and $11,461 million in 20249, about 1.9 times over five years10. Pretax income was $521 million, $929 million and $578 million in 2020-202211, then $973 million, $1,031 million and $1,603 million12. The margin moved from about 7.7% in 2020 to about 12.3% in 202513, and 2025 was the first big step, pretax income up about 55%14.
The reason the margin is lower than at home is the cost of building. Outside the United States Amex is still signing merchants, the number of accepting locations having "more than doubled over the last four years"15, and it is acquiring premium customers, about 70% of new non-U.S. consumer Platinum accounts coming from millennials and Gen Z, according to the company's call16. Both cost money before they earn it.
It also faces rules the U.S. business does not. Amex exited its network business in the European Union and Australia "as a result of regulation in those jurisdictions"17, and it warns it may not be able to maintain cobrand and agent relationships in the EU18. Currency is a further drag: a 10% stronger dollar would reduce pretax income by about $200 million, net of hedges19.
The segment also carries one long-running dispute. A joint venture arbitration in the Middle East, dating from 2006, reached a final award in January 202620, and in the first half of 2026 a related reserve release lowered business development expense21. The amount was not disclosed. It is a reminder that parts of the international business run through joint ventures and partners rather than through Amex alone.
The first quarter of 2026 showed what the segment can earn when growth and costs line up: pretax income of $781 million22, more than in the second quarter. Quarterly results here swing more than in the U.S. businesses, which is another reason to judge the segment on its full-year margin.
In the second quarter of 2026 revenue was $3,619 million and pretax income $477 million, against $465 million a year earlier23, growth much slower than in 2025. The margin is the number that decides whether this segment becomes a second franchise; a return to single digits for a full year, with billed business still growing at double digits, would mean the growth was being bought.
