⚠ The Discount Rate Only Goes One WayModerate threat

American Express (AXP) — threat to the moat

The American Express merchant rate has risen in one year out of twelve, and every force acting on it pushes it lower.

Every merchant rate American Express has published since 2013 is below the 2013 figure, and only one year went up. The average discount rate was 2.51% in 2013, 2.48% in 2014 and 2.46% in 20151; 2.37% in 2019, 2.28% in 2020 and 2.30% in 20212. The newer measure, discount revenue as a share of billed business, was 2.29% in 2023 and 2.24% in 20253. The one uptick, 2020 to 2021, came as travel recovered.

2025 discount revenue at two rates ($bn)41.9At the 2013 rate of 2.51%37.4Actual at 2.24%Calculated on 2025 billed business of $1,669.8bn; Forms 10-K FY2015 and FY2025
The slide costs about $4.5 billion a year at today's volume.

Three forces push the same way. Regulators cut rivals' interchange, and in 2017 Amex named "regulatory-mandated reductions to competitors' pricing" as a source of pressure4. Amex itself is signing smaller merchants at lower rates to widen acceptance. And the mix of spending is moving from travel to everyday purchases, which carry lower rates.

None of those is likely to reverse. Regulators rarely raise a capped fee, acceptance growth means more low-rate merchants, and a younger cardholder base spends more on groceries than on airline tickets.

The cost compounds. The 27 basis points lost since 2013 are worth about $4.5 billion a year at 2025 volumes5, which is more than the $3,106 million by which pretax income grew from 2021 to 2025678.

Amex has grown discount revenue anyway, from $24,563 million in 2021 to $37,401 million in 2025910, because billed business grew faster than the rate fell. That only works while spending grows.

The newest explanation points to the mix. In the second quarter of 2026 Amex said lower average merchant discount rates were "primarily due to shifts in spend mix by geography and merchant categories"11, which means growth abroad and in everyday spending, the growth the company is pursuing, is itself pushing the rate down.

A single year in which the rate fell by five basis points or more would mean the slide was accelerating. Two years in which billed business grew less than 5% would mean the volume that has been hiding the slide was no longer there.
