American Express (AXP) — threat to the moat
A quarter of American Express revenue is interest income, and a cap on card rates would fall on it directly.
Net interest income is now the second-largest source of revenue at American Express, and it can be regulated. In the cautionary statements to its earnings releases the company lists "pricing regulation, such as potential credit card interest rate caps" among the risks to its results1.
The exposure has grown. Net interest income was $7,750 million in 2021 and $17,364 million in 202523, about 2.24 times4, and it was about 24.0% of revenue in 2025 against about 19.8% in 20195. Card Member loans were $151,832 million at the end of 20256.
A cap on card rates would affect Amex less than lenders that depend on revolving balances. Its model is built on spending first; $62,031 million of its card balances at the end of 2025 were receivables due in full7, and its borrowers are, on the company's account, higher-spending customers. But a quarter of revenue is still a quarter of revenue, and a cap would fall directly on the most rate-sensitive part of the business.
A cap would also change the rewards arithmetic. The interest income helps fund the rewards that keep spending on the card; if it fell, the incentive ratio on the Rewards Bill pages would matter even more.
The company does not quantify what a cap would cost, and none has been enacted. The line to watch is net interest income as a share of revenue, about 24% in 20258. If a cap were enacted, the effect would appear as a fall in net interest yield on card balances while balances kept growing, and Amex would need card fees and merchant fees to carry more of the load.
