Wells Fargo (WFC) — moat facet
Wells Fargo needs only 8.5% of common equity against risk, the lowest requirement it has had, and it is spending the difference.
Capital is the cost of a bank's moat, and Wells Fargo's is lower than it looks. Its common equity tier 1 requirement, including buffers, was 8.50% at the end of 20251. It is made of the 4.5% minimum, a stress capital buffer of 2.50% and a surcharge for systemically important banks of 1.50%2.
The stress buffer is at its floor. The bank says its stress test results "continued to be below the stress capital buffer (SCB) floor" and that "our SCB remains at 2.5%"3. A year earlier the total requirement had been 9.80%4.
A lower requirement lets the same capital support more assets and more buybacks. Wells Fargo ran its ratio at 10.3% in June 20265, against 14.6% at JPMorgan at the end of 20256.
That is a real advantage. It reflects stress test results below the buffer floor and a systemic surcharge of 1.50%.
The bank also has ample loss-absorbing debt. Its total loss-absorbing capacity ratio was 23.22% at the end of 2025 against a 21.50% minimum7.
The ratio fell each quarter as the bank grew: 11.1% in June 2025, 11.0% in September, 10.6% in December and 10.3% in both March and June 20268.
The lower requirement is worth a lot of money. On about $1.34 trillion of risk-weighted assets9, each percentage point of the requirement is about $13 billion of common equity10; the fall from 9.80%11 to 8.50%12 released roughly $17 billion of capacity13, about one year's buybacks at the 2025 pace of $17.7 billion14.
The leverage rules bind in a different place. The supplementary leverage ratio was 5.78% in June 2026, with a supplementary leverage buffer of 0.50% on top of the minimum15; as trading assets grow, this ratio, which ignores risk weights, may bind before the risk-based one does. A bank growing mainly in trading assets should expect that ratio to fall faster than its capital ratio.
The headroom above the requirement is the number that matters, about 1.8 points in June 202616. If it fell below a point, buybacks would stop before growth did.
