Downstream United StatesThin moat
Chevron (CVX) — moat facet
Chevron's American refining books a third of the company's revenue and earned 1.9 cents on the dollar in 2025.
American downstream is the largest line in Chevron's revenue and one of the thinnest in its profit. External sales were $65,331 million in 20251, 35.4 percent of the company's total2, and earnings were $1,375 million3, about 1.9 percent of the segment's $72,485 million of sales before eliminations4. The chart folds All Other, $104 million of external sales, into this band.
Inside it are five refineries with 1,099 thousand barrels a day of capacity, at Pascagoula, El Segundo, Richmond, Pasadena and Salt Lake City5, marketing businesses including supply to more than 1,800 retail stations in California6, and Chevron's half of Chevron Phillips Chemical7. Imported crude accounts for approximately 60 percent of the American refinery inputs8.
It is paid on the margin between crude and products. The revenue is the price of fuel; the profit is the crack spread, which the industry sets.
The history shows it. External sales were $52,846 million in 2015 including excise taxes9, $30,439 million in 2020 and $86,295 million in 202210. Earnings were minus $571 million in 2020, $5,394 million in 2022, $3,904 million in 2023, $531 million in 2024 and $1,375 million in 20251112.
The operations are strong. Chevron achieved the highest American refinery throughput in 20 years in 2025 with fewer refineries13, and a record 1.07 million barrels a day in the second quarter of 202614. Segment assets were $33,745 million15, so 2025 earnings were about 4.1 percent of them16.
The latest quarter was exceptional: $2,411 million against $404 million a year earlier17, on disrupted global fuel supply. The first quarter had carried a $360 million legal reserve18.
The segment also carries legal exposure that the operating figures hide. The first quarter of 2026 included a net loss of $360 million related to a legal reserve19, and the Richmond refinery faces an alleged permit violation that may bring a civil penalty of $1.0 million or more20. Capital spending across the whole downstream was only $928 million in 2025, against $1,773 million in 202321, which says how Chevron ranks this business.
Before 2018 the line was larger on paper. Downstream sales in 2017 included excise, value-added and similar taxes, which Chevron began netting out from 201822, so the drop between 2017 and 2018 on the chart is partly accounting.
The outlook depends on the crack spread and on California, where two of the five refineries sit. Earnings per dollar of assets in an ordinary year are what matter; a repeat of 2024's $531 million with the refineries at record runs would confirm that throughput cannot protect a margin set elsewhere.
Record throughput; margin set by the industry.
Revenue that tracks fuel prices; earnings of about 1.9% on it are the real measure.
