Downstream InternationalThin moat

Chevron (CVX) — moat facet

Chevron's international refining books a third of revenue at 2.4 cents on the dollar, and Chevron is selling part of it.

International downstream is as large as the American one by revenue and is shrinking by choice. External sales were $65,545 million in 20251, 35.5 percent of the total2, and earnings were $1,647 million3, about 2.4 percent of the segment's $69,925 million of sales before eliminations4.

Well below the 2015 level in every year since.

Inside it are the Map Ta Phut refinery in Thailand, 175 thousand barrels a day, of which Chevron owns 60.6 percent5; half of GS Caltex in South Korea, whose Yeosu refinery has "total crude capacity of 800,000 barrels per day"6; half of the Singapore Refining Company; and marketing across Asia. GS Caltex contributed $278 million of equity earnings in 20257.

It is paid, like American downstream, on the gap between crude and fuel prices, plus marketing margins.

Its history is steadier than the American line's but lower. It earned $4,419 million in 20158, $618 million in 2020, $2,761 million in 20229, $2,233 million in 2023, $1,196 million in 2024 and $1,647 million in 202510. External sales were $57,229 million in 2015 including excise taxes11 and $86,013 million in 202212.

Chevron is reducing it. In the second quarter of 2026 it sold its Hong Kong fuels and lubricants businesses and agreed to sell its Singapore refining interest with downstream assets in six countries, expected to close in 202713. Segment assets were $21,146 million at the end of 202514.

The quarters swing on timing. The segment lost $1,013 million in the first quarter of 2026 and earned $2,457 million in the second15, when international refinery inputs fell 10 percent because of the Middle East conflict16.

GS Caltex shows how uneven the returns are. Chevron's half of the Korean refiner earned $437 million in 2023, $58 million in 2024 and $278 million in 202517, on an investment carried at $4,403 million18. Those earnings are 1.3 percent and 9.9 percent of the $4,403 million at which the stake was carried at the end of 202519; a refinery that swings that far is not a business whose owner can plan around the good years.

Between 2015 and 2025 external sales of this segment rose from $57,229 million to $65,545 million202122, but earnings fell from $4,419 million to $1,647 million2324. More fuel sold at thinner margins.

After the Singapore sale, earnings per dollar of segment assets will be the test of whether what remains is worth keeping; the 2025 figure was about 7.8 percent25, and a smaller business earning no more would say the pruning should go further.

Hong Kong sold; Singapore sale to close in 2027.
