Chevron hit its $3 billion cost target six months early, the one improvement it can make without the oil price's help.
Chevron cannot raise its prices, so it has cut its costs. In 2025 it set out to achieve $3 billion to $4 billion of structural cost reductions by the end of 2026, relative to 2024 levels1. It delivered $1.5 billion of savings in 2025, with $2 billion reached on an annual run-rate basis2, and in the second quarter of 2026 it said it had "achieved its structural cost reduction target six months early by capturing $3 billion in annual run-rate savings"3.
The workforce shows it. Chevron had 45,600 employees at the end of 2023 and 43,039 at the end of 202545, about 5.6 percent fewer6, despite taking on Hess. The severance accrual stood at $683 million at the end of 20257.
Cost cuts matter a great deal to a commodity producer, because they are the only lever that moves margin without the market's permission. Every dollar of structural cost removed is worth the same at $60 oil as at $100.
They also have a ceiling. A company can remove waste once; after that, cost is set by geology, wages and the price of steel.
The headcount path had a pause. Employees were 45,600 at the end of 2023 and 45,298 at the end of 20248, before falling to 43,039 in 20259. Most of the reduction came in the year the cost programme started and Hess was absorbed.
The programme succeeds if operating and administrative costs fall in absolute terms in 2026. They were $33,444 million in 202510; a 2026 figure above that, with Hess fully included, would mean the savings were absorbed by growth rather than banked.
