The same five American refineries earned $3.9 billion in 2023 and $531 million in 2024.
The size of the swing in refining profits is the clearest evidence that this half of Chevron has no pricing power. American downstream earned $3,904 million in 2023 and $531 million in 20241, a fall of about 86 percent2, on the same five refineries. In 2022 it had earned $5,394 million3.
Nothing about the refineries changed in those years. What changed was the crack spread, the difference between the price of crude and the price of the gasoline and diesel made from it, which is set by the whole industry's capacity and the world's demand.
The 2026 figures show the same thing from the other direction: American downstream earned $2,411 million in the second quarter alone4, in a quarter when a Middle East conflict disrupted product supply.
International downstream showed the same fall at a smaller scale: $2,233 million in 2023, $1,196 million in 20245. Both halves of refining fell together, which is the mark of an industry margin rather than a Chevron problem.
The sign to watch is the annual American downstream figure in a normal year. A return to the 2024 level with the refineries running at records would confirm that reliability cannot protect a margin the industry sets.
