⚠ No Significant External Customer, in Intel's Own WordsHigh threat
Intel (INTC) — threat to the moat
Intel says in its own annual report that it has no significant outside customer for any of its manufacturing processes.
Most companies describe their weaknesses cautiously. Intel's 10-K says plainly that it has been unsuccessful to date in securing any significant external foundry customers for any of its nodes, and that its prospects for securing one for Intel 14A are uncertain1.
The consequence was set out in the same document: if it paused or discontinued 14A, Intel said it would expect over time to shift manufacturing to third-party foundries, particularly TSMC2. The foundry strategy and the factories' future depend on outside customers that do not yet exist at scale.
The 2026 filings are more hopeful. Management expected early design commitments to emerge beginning in the second half of 2026 and expanding into the first half of 20273. Piper Sandler reported that Amazon, Apple, AMD, Google, Tesla, Microsoft, Nvidia and Qualcomm were evaluating 14A, while noting there was no definitive anchor customer4.
Intel has set out what it offers such a customer: wafer fabrication, advanced packaging, chiplet integration and design enablement services5, and on the second-quarter 2026 call management pointed to a growing backlog for its EMIB-T advanced packaging6. Packaging is where outside customers have come first, because it does not require a designer to move its whole chip to Intel's process.
The test is binary: a named external customer committing volume on 14A by the middle of 2027. Evaluations are not orders.
