Intel is building its next generation of factories without a single significant outside customer, in its own words.

The central risk to Intel's strategy is written in its own annual report. The company says it has been unsuccessful to date in securing any significant external foundry customers for any of its nodes, and that its prospects for securing a significant external customer for Intel 14A are uncertain1. In January 2026 it said it might pause or discontinue 14A without one2.

Committed first, customers later.

By the second quarter it had committed to completing 14A anyway3, with high-volume ramps planned for 20284. That commits billions of dollars of capacity before anyone outside Intel has signed.

The arithmetic without customers is poor. Intel Foundry lost $10,318 million in 2025 on revenue of $17,826 million, of which $307 million came from outside5. Adding a new node for Intel's products alone spreads more fixed cost over the same volume.

The hopeful evidence is interest. Piper Sandler reported Amazon, Apple, AMD, Google, Tesla, Microsoft, Nvidia and Qualcomm evaluating 14A, while noting no definitive anchor customer6, and management expected design commitments from the second half of 2026 into the first half of 20277.

Intel has stated what happens if the customers never come. Had it paused 14A, a majority of its products would have continued to be made in its own factories on processes up to 18A-P through at least 20308, and over time it would have shifted manufacturing to third parties, particularly TSMC9. Committing to 14A postponed that choice; it did not remove it. The design kit for 14A reached version 0.5, with version 0.9 on track for October10, which gives potential customers the tools to decide.

The answer will come on a date. A named external 14A customer committing volume by mid-2027 would change Intel's economics; none would leave the factories as a cost of making Intel's own chips.
