Intel (INTC) — moat facet
Intel pays for both chip design and process research for a single customer, itself, and has cut that spending by $2.8 billion to stay afloat.
Intel spent $16,546 million on research and development in 2024 and $13,774 million in 20251, a cut of about $2.8 billion2. At its peak R&D was $17,528 million in 20223. In the second quarter of 2026 it was $3,368 million, down from $3,684 million a year earlier4.
Intel still spends heavily. R&D was about 26% of 2025 revenue5, because Intel pays for both chip design and process development, which fabless rivals leave to TSMC.
That dual burden is the heart of the problem. AMD and Nvidia spend their research money on products and rent the process from TSMC, which spreads its own research across many customers. Intel carries both, for one customer: itself. Its 10-K says it is the only company conducting both leading-edge logic R&D and high-volume manufacturing in the United States6.
The cut has been accompanied by better execution, if the 18A cost figures are a guide: management said the cost of the primary Panther Lake product fell roughly 50 percent in 20267.
Intel also spends research money on the new leadership's priorities. It appointed a new chief technology officer, Pushkar Ranade, and reorganised the client group around physical AI in 20268. A smaller research budget spent on fewer, more commercial programmes can deliver more than a larger one spread thin; whether it does will show in the next two nodes.
Research spending as a share of revenue is the guide here. It fell from about 31% in 2024 to about 26% in 20259; a further fall below 20% while 14A is under development would suggest the company is spending less than the roadmap needs.
