Citigroup (C) — the future bets

Citi says the bill for fixing its controls has peaked, and the efficiency ratio is already falling.

The consent orders forced Citi to spend on its data and controls, and the spending is supposed to end. Transformation investments rose to about $3.3 billion in 2025, mostly on data and controls1, and over 80% of the programmes were at or near their target state by the end of that year2. By the May 2026 Investor Day the figure was 90%3, and Citi said transformation expense had peaked in 2025, with about half expected to be eliminated in the near term4.

The people show the change. Direct staff were 240 thousand in 2022, 226 thousand at the end of 20255 and 219 thousand in June 20266.

The efficiency ratio is the output. It was 71.7% in 2023, 66.4% in 2024 and 64.7% in 20257, and 57.4% in the second quarter of 20268. Citi guided to about 60% for 2026 and 55% to 60% in the near term, and below 55% over the medium term9. It also plans about $5 billion of cumulative incremental investment from 2026 to 202810.

Total costs have not fallen yet. Operating expenses were $55,970 million in 2023, $53,567 million in 2024 and $55,132 million in 202511; the efficiency ratio fell because revenue rose.

The savings so far are in the legacy businesses. Citi's Investor Day split its expenses into two parts: the five businesses and the corporate centre spent $43.2 billion in 2022 and $49.1 billion in 2025, about 14% more, while Legacy Franchises and reconciling items fell from $7.7 billion to $6.0 billion1213. Citi expects about half of the transformation expense to go in the near term, most of it from the corporate centre14.

Citi also claims about 100K hours a week of developer capacity created by automation15.

Its figures for the tools behind that include about 1.5MM automated code reviews16.

The savings are promised, not yet counted. A 2027 efficiency ratio above 60% would mean the money freed from the transformation had been spent again.
