Citi decided not to fight the national branch banks for American households, and pays for its deposits accordingly.
Bank of America and Wells Fargo compete with Citi in a different way from JPMorgan: they own the American household. Citi's U.S. retail bank has 655 branches concentrated in six metropolitan areas12, and in 2026 it moved that retail bank into its Wealth segment3. It did not try to become a national branch bank.
The consequence is funding. Bank of America's deposits cost about 1.74% in 202545, against Citi's 2.57%6. The page on Bank of America in this app covers how its deposit base is built.
The market values the two branch banks above Citi. In September 2026 Bank of America was worth $396.48 billion and Wells Fargo $250.90 billion, against Citi's $225.24 billion7. But Citi now trades at a higher earnings multiple: 14.2 times, against 12.9 for Bank of America and 11.9 for Wells Fargo8. Investors are paying for Citi's improvement, not its current earnings.
The difference is in the free money. Non-interest-bearing deposits were $514,477 million of Bank of America's $1,984,182 million average in 20259, about 26%10, against about 15% at Citi11.
Citi's branch count has drifted down. It had 687 U.S. retail branches in the first quarter of 2021 and 655 at the end of 202512. In 2025 Retail Banking revenue rose 21% on deposit spreads, but its average deposits fell 2%, as new deposits were more than offset by client transfers to Wealth, including $15 billion over the year13.
The shortfall starts at home. Non-interest-bearing deposits were $121,610 million of Citi's $734,662 million of deposits in U.S. offices at the end of 202514, about 17%15, against about 26% of Bank of America's average deposits16.
Citi is paying for its growth at home. Interest-bearing deposits in U.S. offices rose from $551,547 million at the end of 2024 to $613,052 million at the end of 2025, while non-interest-bearing ones fell from $123,338 million to $121,610 million17.
The branch banks are rivals Citi has chosen not to fight head-on at home. If Citi's multiple fell back below both of theirs, the market would be saying the recovery story had run its course.
