IBM (IBM) — moat facet
Consulting is a third of IBM's revenue and a sixth of its profit, and it has held near $21 billion for four years.
Consulting is IBM's second-largest line and its lowest-margin one. It brought in $21,055 million in 2025, about 31.2% of segment revenue, and $2,464 million of segment profit, about 15.1% of the total12. Its segment margin was 11.7% and its gross margin 28.1%3.
It has two parts. Strategy and Technology, which advises clients and builds systems, brought in $11,537 million, up 0.4%4. Intelligent Operations, which runs applications and business processes for clients, brought in $9,518 million, up 3.4%5.
The line's history is IBM's former Global Business Services, renamed and reshaped. Since January 2024 it also includes the Security Services business moved from Software6. On the current basis revenue was $20,058 million in 20227, $20,884 million in 2023, $20,692 million in 2024 and $21,055 million in 20258: growth of about 4.1%, a fall of about 0.9%, then about 1.8%9.
It is paid for by the project and by the contract. Advisory and build work is sold project by project; operations work under multi-year contracts. Signings, management's estimate of new contract value, were $21,757 million in 2025, down 13.3%10, and $10,388 million in the first half of 2026, up 6.8%11. The backlog was $31.9 billion at the end of 202512.
Profitability has improved on productivity rather than price. The segment margin was 10.2% in 202313, 9.9% in 2024 and 11.7% in 202514, and 12.1% in the second quarter of 202615.
The latest quarter was flat: $5,327 million against $5,314 million16. IBM said Consulting was in line with its expectations while Software and Infrastructure were not17. About four-fifths of IBM's generative-AI book of business, which it no longer reports, came from this line18.
The quarter shows how little the two halves moved. Strategy and Technology brought in $2,933 million against $2,920 million, and Intelligent Operations $2,394 million against $2,395 million19. For the first half, Consulting was $10,599 million against $10,382 million20. Segment profit in the second quarter was $647 million against $562 million21, so almost all the improvement came from cost rather than revenue. IBM said its Consulting profit reflected "the benefits from the productivity actions we have taken"22.
The outlook is modest growth at a slowly improving margin. The verdict would change if revenue fell for a full year while signings rose, because that would mean the contracts IBM wins are converting more slowly than those it completes, or if the margin fell back below 10%.
