IBM Consulting keeps 28 cents of gross profit per dollar in a market where rivals set the price, so small discounts erase most of its profit.
Consulting's gross margin was 28.1% in 2025 and 27.0% in 20241. After selling and administrative costs, the segment kept 11.7%2. There is little between a profitable year and a flat one.
The competitors set the price. IBM names global firms such as Accenture and Capgemini, India-based providers and the consulting practices of accounting firms3. Most of them sell the same skills in the same markets, and clients can put a project out to tender.
IBM also pays to reshape the workforce. Workforce rebalancing charges were $435 million in 2023, $692 million in 2024 and $653 million in 20254, across the company. Those costs are excluded from segment profit5, so the segment margin understates what it costs to keep Consulting profitable.
IBM's competitors include "engineering service providers, and niche specialists" as well as the global firms6. The list grows at the edges as clients break large projects into smaller pieces that specialists can bid for. For a consulting business with a 28.1% gross margin7, every additional bidder on a contract is a reason to shade the price. Its gross margin rose from 27.0% to 28.1%8 in a year when revenue grew about 1.8%9, so the gain came from cost, not price.
It is a real risk, held in check for the moment. The danger is real if Consulting's gross margin fell below 27% in a year when revenue was also flat, because that would mean IBM was cutting price to hold volume.
