P&G has booked about $3 billion of restructuring charges in three years and calls $250 million to $500 million a year its normal level.

P&G's productivity comes with a recurring bill. Restructuring charges were $659 million in fiscal 2024, $1,114 million in fiscal 2025 and $1,230 million in fiscal 2026 before tax1, about $3,003 million over three years2. Beyond the current programme, P&G says its ongoing baseline restructuring runs at $250 million to $500 million a year3.

The fiscal 2026 charges fell on every segment: $220 million in Fabric & Home Care, $201 million in Baby, Feminine & Family Care, $132 million in Health Care and $556 million held in Corporate4.

Restructuring that never ends is really an operating cost. P&G reports core EPS excluding the current programme, $6.89 in fiscal 2026 against diluted EPS of $6.625, and the difference is the part of productivity investors are asked to look past.

The bill continues into fiscal 2027. P&G's guidance includes 13 to 17 cents a share of non-core restructuring costs6, and more than half of the current programme's charges were incurred in fiscal 20267. The gap between core and reported earnings will persist for at least another year.

The test is whether charges fall back to the baseline range after fiscal 2027. If the next programme starts as this one ends, the gap between core and reported earnings is a permanent cost of staying efficient.
