The only evidence that VeriSign spends enough on defending the system is that nothing has broken, and every dollar not spent lands in a 67.7% margin.
Nothing in VeriSign's financial statements tells you whether the security spending is enough.
Cost of revenues runs at about 12% of sales and research and development at about 6%, and the company does not break out what portion of either defends the resolution system.1 The 928 employees include 256 in cost of revenues and 240 in R&D.2 From the outside, an investor has one signal about whether the investment is adequate, and it is the same signal as the moat: nothing has failed yet.
That is uncomfortable, because the incentives point the wrong way in the short run. Every dollar not spent on redundancy flows to a 67.7% operating margin.3 The discipline that has kept VeriSign spending against a threat that has never materialised is cultural and managerial rather than structural, and it has to survive management changes, cost pressure and the ordinary temptation of a company whose margin is scrutinised every quarter.
The counterweight is that the contract itself creates the incentive. Losing .com would cost far more than any conceivable saving, and the operating record is the principal defence of the contract.
The thing that would signal a change is a sustained fall in cost of revenues or R&D as a share of sales without an obvious explanation — margin expansion that arrives from the wrong line.
