Nothing in reserve, no equity cushion, and a .web launch that is the first thing in decades that might actually need funding.
Returning more than 100% of free cash flow is a sentence with a time limit in it.
VeriSign's chief executive used exactly that phrase describing the second quarter of 2026, and the mechanics are straightforward: repurchases of $197 million in the quarter plus a dividend of $0.81 a share, funded partly by cash on hand and by a growing deferred revenue balance.1 The company has done a version of this for years, which is why equity is negative and the accumulated deficit exceeds $11.3 billion.2
The practice is correct for a business that requires no capital and has nothing sensible to buy. It is also a policy that depends on the cash flow continuing exactly as forecast, and it leaves nothing in reserve. There is no cash pile to deploy into a downturn, no equity cushion, and no history of the company having to fund anything unexpected.
The one real test may be coming. VeriSign has carried $145.2 million of deposits to acquire intangible assets on its balance sheet for years — the .web auction payment — and .web has now been delegated.3 A launch requires marketing a top-level domain from zero, which is not a thing the company has ever had to spend on.
Watch whether the buyback pace slows in 2027. That would be the first evidence that capital has somewhere else to go.
