This means the ecosystem moat is contingent on the technology and scale moats beneath it: as long as TSMC leads on process and captures the volume, the ecosystem organizes around it, but the ecosystem would follow a rival that genuinely closed the gap and started winning designs. Governments subsidizing alternatives understand this and are funding ecosystem development around Intel and others. The porting is not trivial — re-optimizing tools, IP, and flows for a new process is real work, and it creates genuine switching friction — but it is a matter of effort and incentive, not impossibility. The design ecosystem deepens and reinforces TSMC's lead today, but it is a consequence of that lead more than an independent source of it: win the volume and the ecosystem follows; lose it, and the ecosystem would migrate too.
