The honest assessment is that China remains many years — most likely well over a decade — behind in DUV and vastly further behind in EUV, and replicating the full ecosystem (the optics, the light source, the metrology, the integration) is a task of staggering difficulty that may never fully succeed. ASML keeps moving forward while any pursuer is still climbing. But a state-backed effort with unlimited patience is a different animal from a commercial competitor, and over a long enough horizon it is the one force that could, eventually, erode the monopoly at the mature end or hand China a domestic alternative for its own market. The barrier is enormous and the timeline long — but 'impossible' is a strong word when a government has decided to try for as long as it takes.
