When the model was built, royalties came from dozens of handset makers and no single negotiation was decisive. Today Apple, Samsung and Xiaomi are each 10% or more of consolidated revenue, and the industry beneath them has thinned to a handful of Chinese manufacturers.1 Each renewal is now a material event.

The negotiating asymmetry runs against Qualcomm. Its alternative to agreement is litigation, which suspends the cash flow while it runs — as the 2017-19 period demonstrated at a cost of 90% of operating income.2 The licensee's alternative is to keep shipping phones and settle later.

Qualcomm executed final agreements for new long-term licences during fiscal 2025, which is the machinery working.3 It is also a reminder that the machinery has to work again.

None of the terms, rates or expiry dates are disclosed.

The only visible signal is a filed complaint, which historically has arrived after the decision to stop paying rather than before it.
