The cheapest capacity Vistra will ever add, and a buyer signed for it five years before delivery.
The uprate programme is the cheapest capacity Vistra will ever add: 433 megawatts across Perry, Davis-Besse and Beaver Valley — 213, 80 and 140 megawatts respectively1 — achieved by upgrading equipment at plants that are already licensed, staffed and connected.
There is no site to acquire, no interconnection queue to join, no community to persuade and no new licence to obtain. It is roughly 7% more nuclear capacity, on assets whose output is currently the most valuable in the company.
Every megawatt of it is already sold. Meta contracted the entire uprate volume under the same twenty-year structure as the operating output, with delivery commencing in 2031 and reaching full volume by the end of 20342.
That is an unusual arrangement and it says something specific about the market. A buyer has agreed to purchase, for twenty years, power from equipment that has not been installed at plants whose regulator has not yet approved the higher rating, beginning five years from now. Nobody signs that contract unless they believe firm carbon-free power will be scarcer in the 2030s than it is today.
The constraints are real and bounded. Uprates require Nuclear Regulatory Commission approval to operate at higher power, they are substantial capital projects executed on decades-old equipment, and each reactor has a practical ceiling. Seven per cent more nuclear does not change the company's shape.
What it does is demonstrate the principle that runs through everything else here: at the moment, the most valuable thing Vistra can do with capital is get more out of the assets nobody else can obtain.
The cheapest megawatts available to this company, already contracted for twenty years, on plants that need no new licence and no interconnection.
Added by upgrading existing reactors - no licence, no interconnection queue, no community consent. Every megawatt already sold to Meta for twenty years, delivering from 2031.
