Perfect operation earns nothing because it is assumed; one sustained failure would be the best argument a rival ever received.
Nothing about Visa's position generates goodwill when it works, and everything about it is exposed when it does not. Outages at national schemes and at individual banks have repeatedly moved policy discussions about concentration risk, and a multi-hour failure at a network carrying about 901 million branded transactions a day1 would move them further.
There is no way to build a margin of safety here except to keep spending, which Visa does. The risk is not that the network fails often — it essentially never has. It is that the entire reputational capital of the business is exposed to events with very low probability and no ceiling on their consequence.
That increasingly includes parties who are not trying to make money. A commercial rival wants Visa's volume; a state actor attacking payment infrastructure wants the failure itself, and the usual economic deterrents do not apply.
